SALARY: $36.09 – $42.45 per hour (2024 rates) plus comprehensive benefits

The City has an exciting opportunity for a detail-oriented team player to join the Legislative Services team. Reporting to the Manager, Information, Privacy, & Records, you will be the main point of contact at the City for ensuring compliance with the Freedom of Information and Protection of Privacy Act (FOIPPA).

Your responsibilities will include (but not be limited to):
• Responding to all requests for information under FOIPPA, including responding to requests, ensuring adherence to legislation, analyzing information to be released, assessing sensitivity of requests, and preparing associated documentation.
• Explaining rules, regulations, policies, and procedures on matters related to FOIPPA, including departmental procedures and operations.
• Tactfully navigating contentious matters and requests while building collaborative relations with management, colleagues, and clients.
• Developing and reviewing privacy impact assessments; share agreements and contract privacy amendments for third party projects; privacy statements for City forms; respond to privacy complaints and breaches, and assists in carrying out privacy investigations.
• Responding to mediation requests from the Office of the Information and Privacy Commissioner, including preparing related documentation and working with mediator to resolve disputes.
• Receiving, logging and tracking information requests through to completion, determining and working within due dates, maintain and update files pertaining to requests.
• Providing support and developing and delivering training to staff relating to FOIPPA. Assisting with training for record management from time to time.
• Preparing routine and non-routine correspondence, reports, and procedure manuals.
• Other related duties as may be required

• Completion of Grade 12, supplemented by commercial courses preferably FOIPPA courses supplemented with FOI training, plus considerable related experience, or an equivalent combination of training and experience. A degree or diploma in public administration, information sciences, law, or other related field is an asset.
• You have considerable privacy knowledge and understanding of how evolving technology affects this field.
• You have expertise in interpreting and applying relevant legislation, rules, regulations, practices and procedures governing applicable departmental operations and activities.
• You have considerable knowledge of business English, spelling, punctuation and arithmetic and of modern office practices and procedures.
• You have considerable knowledge of the operations and functions of all municipal departments as related to the work performed (e.g. able to identify which departments have custody and control of documents sought through an FOI request).
• You are proficient in the interpretation and application of the provisions of the Freedom of Information and Protection of Privacy Act, regulations and Commissioner’s Orders.
• You have a passion for Freedom of Information and Protection of Privacy in all of its aspects.
• You are adept in developing, recommending and upon approval, establishing policies and procedures related to the work.
• You have a track record of making decisions in the light of established precedents and to exercise resourcefulness in dealing with new situations.
• You have demonstrated sound judgement, and the ability to act with tact while working methodically through sensitive matters
• Ability to work in a fast-paced environment and demonstrate an organized, proactive approach.
• Ability to handle confidential and sensitive information with sound judgement and a high attention to detail.
• You have the ability to prepare, maintain, update and retrieve a variety of lists, manuals and related materials, and to search records and compile information.
• You have a talent for establishing and maintaining effective working relationships with a variety of internal and external contacts and to confidently provide advice, information and assistance to the same.
• You have the demonstrated ability to communicate effectively, both orally and in writing.
• You are skilled in working under pressure and exercising tact and persuasiveness in dealing with contentious matters.
• Knowledge of records management systems such as an EDRMS.
• Proficient in Microsoft office products and Adobe Acrobat Products.
