SALARY: $188,193 – $207,485 annually + comprehensive benefits package

The Office of the CAO has an exciting opportunity for a Corporate Officer to direct and oversee the Legislative Services division! At a glance, the role provides strategic direction, operational oversight, and management of legislative services, corporate administration, City records and records management, and practices/responses relating to the Freedom of Information and Protection of Privacy legislation. The role works closely with Mayor, Council, and the Senior Management team to ensure the smooth running of Council and other meetings, and follow up actions. As Corporate Officer, you will also lead and develop the smooth execution of the upcoming election!

Some key responsibilities you will have include:

• Develops, coordinates, and directs Legislative Services Division operations, providing leadership to division management and staff
• Develops and oversees implementation of short and long-term strategies and plans to achieve organizational effectiveness with regard to corporate administration; records management; and adherence to Freedom of Information & Protection of Privacy legislation.
• Acts as subject matter expert and provides advice directly to Mayor and Council, the Chief Administrative Officer, and Senior Management on legislative services and corporate administration matters.
• Leads the operation and delivery of comprehensive services to City Council; leads Council follow up actions in partnership with the Office of the Chief Administrator Officer; and creates and maintains associated tracking tools.
• Facilitates communication between City Council and staff.
• Manages staff, including hiring, scheduling, assigning and reviewing work, coaching and developing, performance management, and all other people management practices.
• Provides guidance relating to more complex statutory public notice requirements, and assists with final review of such files.
• Conducts extensive research and prepares various reports, documents, and correspondence, interpreting applicable legislation as required (e.g. Local Government Act and Community Charter).
• Leads the development and execution of all facets of general local elections and by-elections. May act in the role of Chief Election Officer.
• Maintains custody of Corporate Seal, official documents and records. Leads and directs corporate governance across all departments to build understanding of key governance principles.
• Takes affidavits, declarations, affirmations and administers oaths in matters relating to municipal business.
• Develops, monitors, and ensures compliance with the Legislative Services Division’s budget.
• Performs related duties in keeping with the purpose and accountabilities of the job.

If you have the following characteristics and qualifications, we want to hear from you:
• You have completed a post-secondary degree in public administration or a related discipline, and have considerable experience in the legislative services field in a senior administrative capacity; or an equivalent combination of education and experience.
• A recognized professional designation as a certified municipal clerk.
• Commissioner for taking Affidavits or Justice of the Peace, or eligibility for such appointment.
 Thorough knowledge of applicable legislation including the Community Charter and Local Government Act.
 Considerable knowledge of the concepts, practices and techniques of all areas of legislative services, municipal strategies, functions, and programs.
 Considerable knowledge in the interpretation of bylaws, resolutions, agreements, documents, official records and related material.
 Knowledge of City requirements and best practices relating to Freedom of Information and Protection of Privacy legislation, and records management
 Superior planning and coordination skills to direct the development, implementation and delivery of a wide range of specialized advice and services.
 Demonstrated research and analytical skills, and the ability to develop strategy and recommendations on a wide range of sensitive and complex issues, and clearly present information to various audiences.
 Superior oral and written communication skills, including strong interpersonal skills to remain tactful, diplomatic and neutral, in highly controversial and politically charged environments; able to establish and maintain effective relationships with elected officials, senior managers, staff, interested holders and the public.
 Strong attention to detail under tight, competing, and shifting deadlines.
 Strong critical thinking, problem-solving, and decision-making skills to ensure operational needs are met.
 Effective leadership skills to manage, coach, and mentor a team, including setting benchmarks for operational effectiveness and efficiency.
• You have the ability to pass and maintain a satisfactory Police Information Check.
• The ability to work a non-standard work schedule including to attend Council meetings
