Make a difference

Reporting to the Staff Sergeant the Community Safety Advisor (CSA) is accountable for gathering information and maintaining effective relationships and networks with residents, community agencies, Toronto Police Service, City of Toronto officials and others to identify crime and social order problems and support the development of effective solutions. In addition, provide administrative and analytical support services to transfer information and reporting from CSU to the three TCHC regions and CSU’s investigative unit to be better equipped to manage tenancies.

What you’ll do

Service Facilitation

Conducts research obtaining and analyzing a variety of data sources, including but not limited to daily review of and evaluation of all incident reports, review of City of Toronto data, School Board information, etc, to identify current and emerging crime and social order issues in communities, forwarding summarized reports that involve further investigations, antisocial behaviour or criminal activity to the Investigative Unit.
Develops recommendations and strategies to address issues identified
Provides community safety advice to Regional Operations Managers to ensure that community site specific issues and concerns as well as safety expectations and goals are met.
Compile and vet statistical information required by the regional GM’s, utilizing spreadsheets and the TCHC HoMES EasyTrac Internal Database System
Liaises with the City of Toronto’s Crisis Response Team when major incidents occur (e.g., shootings) assisting in the coordination of the TCHC response to such events
Conduct CPTED safety audits and develop community safety plans for identified communities providing results to internal stakeholders for consideration
Vet CSU reports to deliver actionable intelligence to the TCHC regions and other business units, without violating legislation
Dissemination of information from the reports regarding tenancy management issues to General Managers or Contract Property Managers to be better equipped to manage tenancies.
Liaises with tenant facing operations staff and tenants onsite, informing on tenancy issues identified by the CSU where tenants require services related to supporting vulnerability or mental health.
Assist in gathering information and responding to enquiries from the internal Complaints Investigator
Planning and Program Delivery

Organize integrated safety meeting inclusive of Operations staff and other external and internal stakeholders
Provides expertise in the development of crime prevention strategies in communities
Integrates activities with broader CSU responses to calls for service to address crime and social order issues
Consult weekly with CSU Staff Sergeant to ensure alignment of District resources (e.g., Community Patrol Officer assignments, programs, strategies such as Directed Patrols to identify community needs
Co-ordinate community safety engagement initiative within assigned TCHC portfolio
Identifies safety and security risks to TCHC and assists in developing/implementing strategies to mitigate the risk(s)
Prepare reports for internal and external audiences
Education & Community Outreach

With a strong focus on customer service, facilitate community safety promotion awareness and outreach to residents through training sessions, workshops, community meetings and other engagements activities
Establishes effective working relationships with community groups to promote safety and develop effective partnership with community stakeholders, residents and TCHC staff
Advises Regional Operations Managers with the identification and follow up on anti-social tenancy management issues within communities
Liaises with Resident and Community Services/Operations team
Builds and maintains strong work relationships with Toronto Police Service and the City of Toronto to enhance safety in TCHC communities
Engage with residents, neighbourhoods and/or TCHC communities co-ordinating community trauma support after critical incidents
What you’ll need

College diploma in community development, criminology, law enforcement, social work or other related fields
Minimum 5 years of job related work experience
Proven knowledge of a range of conceptual safety approaches, security planning and management to develop security solutions, strategies, and plans in response to community and site-specific security needs
Crime Prevention Through Environmental Design (CPTED) Level I certificate is an asset
Knowledge of relevant legislation and building and safety codes including the Criminal Code, Fire Safety Code, Residential Tenancy Act and other pertinent Acts, Statues and By-laws at the municipal, provincial and federal levels
Knowledge of the issues in supportive community housing that affect the safety/security and well-being of resident communities to provide comprehensive analysis and solutions to meet community safety needs
Knowledge of the TCHC philosophy governing community safety as an integral component of community health, as well as TCHC policies to ensure compliance and consistency in the delivery and assessment of community safety activities
Ability to create community safety plans, audits and operational/business plans is preferred
Thorough knowledge of social development principles and theories
A comprehensive understanding of underlying root causes and their relationship to criminal behavior
Thorough knowledge of conceptual crime prevention and safety promotion strategies
Ability to interact and work with youth
In-depth understanding of TCHC corporate goals and objectives
Demonstrated knowledge and experience in anti-oppression programs, sensitive to culture, race and class issues in the social housing context
Expertise in targets hardening techniques and security technology
Co-ordination skills to provide a technical interface with corporate directions at the community level and to co-ordinate special assignments/projects within the Regions
Analytical skills to identify specific community safety needs and respond with appropriate recommendations
Organizational and decision-making skills to prioritize work and meet objectives in an atmosphere of conflicting demands
Group process facilitation skills, highly skilled presentation and communications ability
Strong oral communication, consultation, and presentation skills to establish credible working partnerships with a diverse range of internal groups, external agencies and security organizations and to make presentations
Written communication skills to prepare management reports and briefing materials, as required
Specialized knowledge in community development, law enforcement, group work and adult education
Requires a valid, non-probationary, Province of Ontario class “G” or greater driver’s license (proof of possession and driving record will be required at time of job offer)

The successful candidate must pass and maintain full police clearance including a level 4 background check and fingerprinting as a condition of employment, and for the duration of their employment as a Community Safety Advisor at Toronto Community Housing.

Please note: In your role as a CSA, from time to time, you may be called out for emergencies and as a result your scheduled working hours may change, and you may be required to adjust your working hours to accommodate evening meetings, early morning briefings with frontline special constables and/or also some weekends.
