Job Description

On behalf of our, client we are looking for a Senior HR Advisor – Internal Programs. This is a hybrid 2-3 days on site/week position in Ottawa, Ontario.

Purpose of the Position:

Under the general direction of the Assistant Director Human Resources, the position provides strategic human resources program advisory services to management, elected officers, employees of the organization, Regional Offices and Components that supports the strategic and operational goals and objectives of the organization.
The position has primary responsibility for managing the delivery of a broad spectrum of internal HR programs and services in the areas of Employment Equity, Official Languages, Pay Equity, Job Evaluation, AODA and Health & Safety in accordance with numerous collective agreements, policies and across all provincial, territorial, and federal legislations.

Knowledge:

• Strong knowledge and understanding of a variety of leading-edge Human Resources initiatives.
• Strong knowledge of Human Resources management and legislations in order to provide technical advice to management and staff at all levels of the organization.
• Knowledge of the political and operational inter-relationships within a large national union organization and a thorough understanding of the sensitive political and social issues between an employer union and its internal bargaining agents.
• Knowledge of the principles and practices of labour management strategies, interpretations, positions and approaches to provide advice on internal union matters.
• Specialized knowledge of HRMS (SAP) applications.
• Specialized knowledge of the development and application of job evaluations systems, specifically gender-neutral, factor-based, weighted systems and knowledge of governing provincial pay equity legislations.
• Demonstrated experience with employment equity practices, plans and legislation and ability to incorporate equity and diversity into HR and organizational processes.

Required languages: English/French

Education level: Post-Secondary Degree in Human Resources and a Designation for CHRL (or equivalent)

Required skills: • Demonstrated ability to work effectively within a team of HR specialists in Recruitment, Staffing, Compensation, Organizational Development, Job Design, Job Evaluation, Training and HRMS. • Strong project management skills and ability to play a hands-on role in leading a priority HR project. • Strong communication and presentation skills, with the ability to provide specific HR training and communicate complex information for the intended audience using various methods. • Ability to communicate orally and in writing in English or French or in both official languages (according to the position’s requirements) including highly developed written skills to prepare information bulletins, analysis and reports. • Ability to deal effectively with conflict, build credibility and trust between parties and support/promote union-management partnerships. • Strong analytical, research, evaluative and problem-solving skills to interpret, apply and develop policies and processes to ensure collective agreement exigencies, employment legislation, regulations, standards, directives and guidelines are met. • Strong analytical skills and conduct job analysis. • Strong computer skills in Microsoft Office applications. • Ability to work under pressure and meet firm deadlines. • Second language skills as per the Common European Framework of Reference for Languages (CEFR) level indicated above.
