Job Description

The City of New Westminster is seeking a forward thinking, collaborative and dynamic full time Senior Property Use Coordinator (Senior Bylaw Officer) to join the Integrated Services team. New Westminster prides itself on a principles-based approach to property use, such that life safety and social equity action are prioritized in relation to regulatory compliance. Reporting to the Manager of Integrated Services, the Senior Property Use Coordinator will pursue administrative, inspectional and regulatory work pertaining to voluntary compliance and the enforcement of City bylaws. Duties will include: supervision and mentorship of more junior team members; coordinating and conducting complex inspections and investigations; overseeing bylaw enforcement for the City; drafting new bylaws and amending existing bylaws; assisting other departments in enforcement matters; and mentoring junior staff. This work involves considerable public relations contact and requires considerable independent judgment, action, tact and diplomacy.

Required languages: English

Education level: Completion of two years post-secondary education in a related field, the Bylaw Compliance, Enforcement and Investigative Skills Certificate plus 5 years experience in bylaw inspection and enforcement work, or an equivalent combination of training and experience.

Required skills: Considerable knowledge of the bylaws, regulations and policies related to property use including: standards of maintenance, noise, light, unsightly premises, business licenses, building, fire, zoning, and nuisance abatement.  Ability to explain and interpret bylaws and regulations both verbally and in writing; draft new and amended bylaws, schedules, policies and procedures; and prepare Council reports.  Ability to liaise with a variety of internal and external contacts, including representing the City on inter-departmental committee.  Exceptional organizational skills, tenacity, and patience to investigate the department’s most complex complaints and enforce bylaws and regulations with compassion, impartiality, firmness and use of sound judgement to recommend remedial or legal action.  Ability to coordinate bylaw enforcement on sensitive files involving multiple departments having multiple bylaw concerns and to assist in developing and implementing an enforcement strategy for the purpose of producing a satisfactory resolution.  Ability to plan, assign and supervise the work staff, and to apply excellent people management and leadership skills.  Considerable experience working collaboratively with the City Solicitor to prepare documentation and evidence for the creation of legal documents including but not limited to Entry Warrants, Remedial Action Requirements, and Show Cause Hearings.  Ability to conduct research and analysis related to making recommendations on complex investigations, and work methods and procedures to improve efficiencies, professionalism, and customer service.  Valid BC Driver’s License.
