Job Description

Excel Personnel has been retained by one of our National Clients in a First Nations organization in the Kamloops, BC community to recruit their next Program Officer. As part of a dynamic team, the Program Officer will support program planning, monitoring and reporting, and outreach and engagement activities.

KEY RESPONSIBILITIES:

-Compiles, analyzes and reports on statistical information
-Assists in developing, monitoring and reporting on work plans
-Coordinates preparation of materials, briefings and presentations for engagement and outreach activities
-Undertakes research to support program activities and planning, development of webinars etc
-Provides support to the Registrar for overall day to day operations, management and control of the Law Registry outlined in the First Nations Fiscal Management Act
-Provides support to ensure FNTC- recommended by-laws are submitted for Ministerial approval
-Provides support for submissions to the First Nations Gazette (FNG) for publication.
-Provides other support services which includes preparation, organization, distribution, and management of routine correspondence and maintaining records and filing documents in the -Information Management System; and assists with proposals, presentations, and packages.
Performs other duties and activities as assigned

REQUIREMENTS:

-A post-secondary degree in Business Administration, Public Administration, Economics, or a related discipline
-5 years work experience, as a program officer, policy analyst/advisor or in a policy/legal research role
-Work experience in, or exposure to, Indigenous organizations or First Nation governments is an asset
-Must be willing to travel on short notice for several days at a time
-Must be fluent in English (spoken and written), French language is an asset
-Must have a valid class 5 driver’s license
-Strong proficiency in Microsoft Office Suite, including Word, Outlook, Excel, SharePoint, and PowerPoint Knowledge and experience using videoconferencing tools, MSTeams, ZOOM, etc.

You will have Knowledge and understanding of Indigenous communities, history and culture. Strong comprehension or ability to learn the legislative frameworks supporting First Nations taxation, especially related to the FMA, First Nations governments, and law submission requirements.

Salary will vary depending on skills, education and experience, with base salary commencing at $60,000 to $65,000/year plus benefits. The job description to shortlisted candidates will be provided for further review. Only those permitted to work in Canada will be considered.
