Job Title: Construction Planning & Quality Advisor, (NOC 22233 – Construction Inspector)

Main Duties and Responsibilities:
– Provide field-based quality and construction planning support across multiple civil infrastructure projects on Vancouver Island, assisting site teams in the consistent application of Hall’s Quality Management System (QMS) and internal planning procedures.
– Support the development, implementation, and monitoring of project-specific quality and planning documentation, including Execution Plans, Inspection and Test Plans (ITPs), Quality Control Checklists (QCCLs), Quality Management Plans (QMPs), and final quality turnover documentation.
– Participate in quality management and construction planning meetings to support risk identification, field-readiness reviews, and alignment of construction activities with contractual quality and documentation requirements.
– Liaise with clients, consultants, testing agencies, and inspectors to coordinate inspections, respond to quality-related inquiries, and support resolution of quality issues in the field.
– Conduct targeted field quality inspections to verify construction activities against approved drawings, specifications, and inspection requirements, and document findings using SiteDocs or equivalent documentation systems.
– Review and verify daily field documentation, including toolbox talks, permits, Job Hazard Analyses (JHAs), and site records, to ensure alignment with planned work activities and established quality expectations.
– Provide training, guidance, and on-the-job support to Coordinators, Foremen, and Supervisors on standardized planning, inspection, and quality documentation procedures.
– Act as a designated Site Quality representative on select projects, with responsibility for coordinating inspections, monitoring ongoing quality compliance, and supporting adherence to the project Quality Management Plan.

Wage/Salary: $80,000 per annum
Vacation/Holiday Pay: 3 weeks paid vacation per year

Skills Requirements
Education: Post-secondary credential in civil engineering, civil engineering technology, construction management, or equivalent field is required
Work Experience: At least 3 years of verifiable work experience in civil construction inspection and quality management supporting civil infrastructure projects is required.
Skills/Licensing:
– Demonstrated ability to perform independent field-based quality inspections on active civil infrastructure construction sites, including verification of work against approved drawings, specifications, and construction standards.
– Verifiable work experience supporting or administering Quality Management Plans (QMPs), Inspection and Test Plans (ITPs), and quality control checklists throughout the construction lifecycle.
– Demonstrated working knowledge of MMCD and/or MoTI standards, including the ability to interpret technical specifications, drawings, and inspection requirements.
– Demonstrated ability to identify construction deficiencies or non-conforming work during field inspections, formally document findings using inspection reports or NCRs, and verify corrective actions through follow-up inspections and close-out documentation.
– Verifiable work experience in preparing, reviewing, and maintaining construction quality documentation, including inspection reports, materials test results, daily site records, and final quality turnover packages in accordance with project requirements.
– Demonstrated working knowledge of civil infrastructure construction activities, including the ability to inspect and verify underground utilities, roadworks, concrete placements, and earthworks against approved drawings, specifications, and inspection requirements.
– Demonstrated ability to review, verify, and align construction safety documentation, including permits, Job Hazard Analyses (JHAs), and daily field records, with planned work activities prior to and during execution.
– Demonstrated competence in entering, reviewing, and managing inspection, safety, or quality records using SiteDocs or comparable construction safety and quality management platforms is considered an asset.
– Valid BC Class 5 driver’s licence and willingness to travel to active project sites across Vancouver Island.
